The Quebec Experience Program (Programme de l'expérience québécoise – PEQ) was an immigration pathway created to help temporary foreign workers and international graduates transition to permanent residence in Quebec.
The program focused on individuals who already had experience living, studying, or working in Quebec and who demonstrated strong French language ability.
At LB Pathway, in collaboration with LandBird Law Firm, we help individuals understand Quebec immigration pathways and explore alternative options for permanent residence in Canada.
Overview of the Quebec Experience Program
The Quebec Experience Program was designed to allow temporary workers and graduates of Quebec educational institutions to obtain permanent residence more quickly than through many other immigration programs.
Applicants selected through the program could obtain a Quebec Selection Certificate (CSQ), which allowed them to apply for Canadian permanent residence.
Streams of the Quebec Experience Program
Historically, the PEQ program included two primary streams:
Temporary Foreign Worker Stream
This stream was designed for individuals who had already gained skilled work experience in Quebec.
Applicants typically needed valid work authorization and relevant professional experience in an eligible occupation while working for a Quebec employer.
Quebec Graduate Stream
This stream was available to international students who completed eligible study programs at recognized Quebec educational institutions.
Graduates could apply for permanent selection after obtaining their diploma and demonstrating French language proficiency.
French Language Requirement
French language ability played a significant role in the Quebec Experience Program.
Applicants were generally required to demonstrate advanced-intermediate French proficiency through approved language tests or through education completed in French.
Application Process
Applicants for the PEQ program typically followed these steps:
- Confirm eligibility under the worker or graduate stream
- Prepare required documents such as identity proof and employment records
- Submit an application through the Arrima online portal
- Receive a Quebec Selection Certificate (CSQ)
- Apply to the Canadian federal government for permanent residence
Required documents generally included identity documents, evidence of work experience or educational credentials, and proof of French language ability.
Processing Advantages
One of the key advantages of the Quebec Experience Program was its relatively fast processing time. Applications were often processed in approximately six months after submission, making it faster than some other Quebec immigration pathways.
Program Status
The Quebec Experience Program was closed to new applications on November 19, 2025. Applications submitted before that date continue to be processed by Quebec immigration authorities.
Following the program’s closure, many candidates interested in immigrating to Quebec now pursue other pathways such as the Quebec Skilled Worker Selection Program.
Benefits of the PEQ Program
- Fast pathway to permanent residence
- Recognition of Quebec work or study experience
- Opportunity to settle permanently in Quebec
- Access to Canadian healthcare and social benefits
- Potential pathway to Canadian citizenship
