The Federal Skilled Worker Program (FSWP) is one of Canada’s primary immigration pathways for skilled professionals who wish to obtain permanent residence in Canada.

The program is managed through the Express Entry system and is designed to attract highly skilled workers who can contribute to Canada’s economy and labour market.

At LB Pathway, in collaboration with LandBird Law Firm, we assist skilled professionals in understanding the Federal Skilled Worker Stream and preparing successful immigration applications.

What is the Federal Skilled Worker Program?

The Federal Skilled Worker Program allows experienced professionals from around the world to immigrate to Canada based on their skills, education, language ability, and work experience.

Applicants apply through the Express Entry system, where their profiles are ranked against other candidates using the Comprehensive Ranking System (CRS). Candidates with higher scores may receive an Invitation to Apply for permanent residence.

Minimum Eligibility Requirements

To qualify for the Federal Skilled Worker Program, candidates must meet several minimum requirements.

  • At least one year of continuous full-time skilled work experience within the last 10 years
  • Work experience in a skilled occupation under Canada’s National Occupational Classification
  • Language proficiency in English or French (minimum CLB 7)
  • Completion of secondary or post-secondary education
  • Sufficient settlement funds to support themselves and their family

Applicants must also be admissible to Canada and meet health and security requirements.

The 67-Point Eligibility Grid

Before entering the Express Entry pool, candidates must score at least 67 points out of 100 under the Federal Skilled Worker selection factors.

These points are calculated using six key factors:

  • Education
  • Language proficiency
  • Work experience
  • Age
  • Arranged employment in Canada
  • Adaptability

Meeting the minimum 67 points allows candidates to submit an Express Entry profile and compete with other applicants in the pool.

Language Requirements

Applicants must demonstrate proficiency in one of Canada’s official languages—English or French.

Language ability is usually proven through approved tests such as IELTS, CELPIP, or TEF. Candidates must achieve a minimum Canadian Language Benchmark (CLB) level of 7 in all four abilities: reading, writing, listening, and speaking.

Educational Credential Assessment (ECA)

If education was completed outside Canada, applicants must obtain an Educational Credential Assessment (ECA) from a designated organization.

The ECA verifies that a foreign degree, diploma, or certificate is equivalent to Canadian educational standards.

Proof of Settlement Funds

Most Federal Skilled Worker applicants must show that they have enough money to support themselves and their family when arriving in Canada.

The required funds vary depending on family size and are updated regularly by the Canadian government.

How the Application Process Works

The Federal Skilled Worker immigration process generally follows these steps:

  1. Take an approved language test
  2. Obtain an Educational Credential Assessment
  3. Create an Express Entry profile
  4. Receive a CRS score and enter the candidate pool
  5. Receive an Invitation to Apply (ITA)
  6. Submit a permanent residence application

Once invited to apply, candidates must submit their complete permanent residence application within the specified deadline.

  • Direct pathway to Canadian permanent residence
  • Ability to live and work anywhere in Canada (outside Quebec)
