Canada’s Self-Employed Persons Program was created to attract talented individuals who have experience in cultural activities or athletics and wish to immigrate to Canada as permanent residents.

Through this program, qualified applicants could obtain Canadian permanent residence while working independently in their professional field and contributing to Canada’s cultural or athletic life.

The program was particularly designed for artists, athletes, and cultural professionals who have demonstrated success in their field and have the ability to establish their own self-employment in Canada.

What is the Self-Employed Persons Program?

The Self-Employed Persons Program allowed foreign nationals with relevant experience in cultural activities or athletics to immigrate to Canada and become permanent residents.

Applicants were required to demonstrate their intention and ability to establish themselves as self-employed individuals in Canada and make a meaningful contribution to the country’s cultural or athletic environment.

Eligible Occupations

The program focused primarily on individuals working in cultural and athletic fields. Examples of eligible occupations include:

  • Musicians and performing artists
  • Writers, authors, and journalists
  • Painters, sculptors, and visual artists
  • Film and television professionals
  • Professional athletes and coaches
  • Creative designers and craftspeople

These occupations fall under Canada’s cultural and creative industries as defined by immigration authorities.

Relevant Work Experience

Applicants were required to demonstrate at least two years of relevant experience in self-employment or world-class participation in cultural activities or athletics.

This experience had to be gained within the five years before submitting the application, and additional years of experience could increase the applicant’s score during assessment.

Selection Criteria

Candidates applying under the Self-Employed Program were evaluated using a points-based system with a maximum score of 100 points.

Applicants generally needed at least 35 points to qualify.

Financial Requirements

There is no fixed minimum investment required for the Self-Employed Persons Program.

However, applicants must demonstrate that they have sufficient financial resources to support themselves and their family members after arriving in Canada and to establish their professional activities.

Application Process

The general application process included the following steps:

  1. Confirm eligibility under the Self-Employed Program
  2. Prepare documentation proving relevant experience
  3. Submit a permanent residence application to IRCC
  4. Complete medical and security checks
  5. Receive permanent residence approval

Applicants could include their spouse and dependent children in the same immigration application.

Program Status

Canada temporarily paused the federal Self-Employed Persons Program and stopped accepting new applications on April 30, 2024 in order to reduce application backlogs and review the program structure.

Existing applications continue to be processed by Immigration, Refugees and Citizenship Canada (IRCC).
