Canada’s Special Immigration Measures for Ukrainians
Canada introduced emergency programs to allow Ukrainian citizens and their family members to travel to Canada quickly and access temporary resident status. These measures aimed to provide safety and stability while allowing individuals to work, study, and live in Canada.

Canada-Ukraine Authorization for Emergency Travel (CUAET)
The Canada-Ukraine Authorization for Emergency Travel (CUAET) was introduced to allow Ukrainian nationals and their immediate family members to enter Canada quickly during the crisis. The program provided temporary resident visas along with the option to apply for open work permits and study permits.
Individuals approved under the CUAET program could stay in Canada for up to three years, allowing them to work, study, and gain valuable Canadian experience during their stay. Applications for this program closed in July 2023.
Work and Study Opportunities in Canada
Ukrainians who entered Canada under special measures may be eligible for open work permits and study permits. These permits allow individuals to gain Canadian work experience, enroll in educational programs, and support their families while residing in Canada.
Some temporary residents may also apply to extend their work permits or adjust their status while remaining in Canada, depending on their eligibility and current immigration status.
Permanent Residence Options for Ukrainian Nationals
In addition to temporary measures, Canada introduced policies allowing certain Ukrainian nationals with family members in Canada to apply for permanent residence. These measures aimed to support family reunification and long-term settlement in Canada.
Ukrainians who gained work or study experience in Canada may also qualify for permanent residence through existing immigration programs such as Express Entry, Provincial Nominee Programs (PNP), or family sponsorship pathways.
